I am getting frustrated that this quest keeps popping up when the Avenge deaths system is bugged. I was idle at a farm mentioned on Reddit for 60 minutes and not once did the avenge death spawn for me.
Is there anyway to get it to work that I havent been made aware of yet?

I've had a look into this for you and found we have submitted other reports of this to the dev team and they are looking into having this improved for a future patch. I did also find another location that other players have been reporting to be a bit more reliable than others too, at the Ruined Tower in East Anglia, if you wanted to try there too.
