I've tried fast traveling and meditating several times but the arrow stand near Gunnar in Ravensthorpe no longer respawns arrows. I've only briefly tested it with other locations, so it could be affecting the entire game, but I'm not sure yet. Is anyone else having something similar to this problem?

As suggested above, please try progressing in the game a little bit and playing for a little time and see if this is all it takes to resolve, as it's not a known issue we are seeing reported by others too.

Just like Ubi-Froggard and SpirantCrayon22 have mentioned, it looks like you need to wait a little bit longer to see them appear again. If you've still got any main story quests, maybe try checking after completing one or two? I'd also suggest travelling to other regions, like Norway or Vinland, to see if any arrows respawned there 
I understand it can be annoying - there's nothing worse than trying to find arrows when urgently needing them! If the problem gets worse and you are unable to locate any arrows, please try to record a short video showing this and we'll investigate it further
