I'm stuck in Francia DLC without any ability to FT or change regions. Save feature seems to be broken as well. Nothing I try has fixed the problem. I cant even travel to the next quest marker over-land because I get Desynchronized!

You may just need to finish the mission you are on. Can you let us know if this is persisting across multiple missions?
Thanks for that information, @carnage652. You mentioned that your save feature seems to be broken as well. Could you tell us a bit more about that? Additionally, please try these basic troubleshooting steps and ensure the game and Ubisoft Connect launcher are downloaded on the same drive!
