I previously entered the church and triggered the event. I didn't realize what it was and thought I just angered a group of civilians, so I left the area.
Now doing cleanup and icon is still on the map, but the church is empty. There is no letter to pick up. I have quit and reloaded several times. Can't complete the event.

Thanks for sharing that video with us, @crocodial, and for providing us with some more information about your experience with this world event. Out of curiosity, when you use the raven, are you able to spot any other potential enemy NPCs in the area? I can see that you use Odin's Sight in the video, but if they've wandered out of range they may not be highlighted.
