If you'd use the same Ubisoft account, the DLC should also be available this way.

Generally we recommend getting the DLC on the same platform as the main game, though, to avoid issues.

That's not possible, the purchases are bound to their respective platform. I believe you can add non-Steam games to your library for ease of access, but it doesn't become a game owned on Steam this way, no.

Right now we do not have plans to release the Season Passes from the PC version on console, no. We did and will continue to release all Cosmetic DLC there, however.

I don't believe anyone is selling Steam keys for Anno 1800, we are working with direct activations for Steam. You can, of course, wait for the next time Anno 1800 is on sale on Steam and buy it there directly.
