This is being implemented late summer/ end of chapter 4.

They stated this when the feature was revealed back in May.

Quick clarification on that - we are targeting a Hotfix for this week that solely looks to address the stability issues on Xbox. The next regularly scheduled update (hopefully next week) will look to solve the P08 Spec issues.

I have been. I can’t possibly answer every single post, but I have responded to many posts here. I’m not responding to some that are the same question I’ve responded to, and in the OP I literally call out the top issues.

The game hasn’t been abandoned. Our teams are dedicated to fixing issues to get the game in a great state so as we release new content, everyone can enjoy it.

So every update / hotfixes has the potential of "Fix Failed". How is DICE going about reducing these? Because it looks like this is a main root of problems recently.

Well, if 50 (for example) QA test it 200 times each, it’s 1000 tests. (Again, I’m not QA and these numbers are just placeholder examples.)

And the team is focused on preventing these kinds of things after the big “oof” of Ch 4.

I don't understand this. You tested it and found out that it failed but released it anyway? Can you expand on how testing goes and use this hotfix as a example?

Well, I am not QA, so I don't have full insight into how they test. But I can discuss what happens with a "Fix Failed" situation.
If a fix is pushed out, it is tested by the QA team. Keep in mind, the team isn't hundreds of thousands of players or even hundreds of players.They test the update/hotfix and look for reproducible bugs to track. If a tracked bug isn't not reproducing after multiple tests, they consider the bug "Fixed". However, once it rolls out to the masses, the potential for an issue increases exponentially.
(I hate math, but here's some statistical stuff)
If a bug has a 1/1000 chance of occurring, when they test for the bug, they'd test it (for example) 200 times each. If it doesn't reoccur, it's considered fixed. However, once you get a massive population of players at once playing, the likelihood of the bug to show up may increase. That's what happened here. As u/b0sk1 mentioned, I was referring to fixing the game being more important than focusing on pilot/tanker customization. I wasn't in any way trying to insult or denigrate your position on this customization feature request.

And when we get into a much more solid state with the game - more bugs fixed than created, more stability, smoother sailing - I will revisit the pilot/tanker customization discussion with the Dev team. I know it's a big item for a portion of the community, and I know some don't care.

I said the max lifecycle of the CTE would be 2 days as info (feedback, data, analytics) would have to be analyzed.

The Xbox One stability/crashing Hotfix was tested, but we discovered (too late, unfortunately), that the "Fix Failed". Due to the critical nature of this issue, we have a specific hotfix to address the Xbox One issue coming this week, pending Certification. We're hoping this resolves this issue, but we want to be very aware of any feedback once the hotfix releases of any further or significant stability issues.
This hotfix, based on the feedback from the community once it is rolled out, will be merged with the main update build and QA'd throughout the weekend, the head to Certification for 1st Party.
