Not sure if this is the right place but I've seen this bug posted by other users on the official forums so just adding it here for others who are having the issue.
This is on PC, playing primarily on a private server but have also played on a single player to see if that would workaround the issue.

Thank you for reporting this issue to us. However, since the Japanese version of the game still didn’t receive the 3.0 update the Japanese servers are being kept at the previous revision.
If you are located in Japan and still have issues accessing the server please let us know and we will investigate further. Feel free to reach out in private if you prefer.

It would be called “game” for an Exiled Lands save, and “dlc_siptah” for a Isle of Siptah one.

Thank you for tagging us @TeleTesselator! We confirmed with several players that unsubscribing to mods and deleting both the modlist.txt and servermodlist.txt stop the infinite loop/crash.
Please make sure you are also using the correct and updated version of the mods before loading the game.

Thank you for reaching out to us. This is indeed a bug and it’s being worked on. To clarify: the number of items in the bundle remains correct, but instead of receiving the wall piece, you receive a door frame. Our team is working to fix this in an upcoming patch.
