Decays are still deactivated on the PvE-C servers as stated here:

This issue should now be resolved and you will be able to see a new update available in the store.

Please be sure to restart the store apps. This way you will trigger any downloads before retrying.

Decay timers on PVE-C PS4 Official servers are still disabled while we continue to work on an issue that is preventing some players from joining those servers.
