It's a minor update preparing for the anniversary event which is live now. You can play a special anniversy map called "A quiet drink" from the event tab in the start game menu

Try uninstalling reshade, then proceed to delete your user_settings.config
. Please be aware this will remove any custom keybindings, so you may want to make a back-up in the event it doesn’t work.
