There was information on this on the recent PTB. With regards to the validation itself nothing is changing, however the feedback to the killer is changing...right now the issue is that the killer receives the feedback instantly before the Server has had the chance to accept or reject the hit. That's the area we're focusing on.
As whole validation works as intended, it prioritises the player who started the action first.
