Try to do a new clean reinstallation and run as admin. Also, check if your anti-virus is blocking it in some way. This is tricky to solve sometime so look into your anti-virus more closely.

You would need to give more info than that. GPU and CPU specs fully as well.

But it sounds more of another issue. Maybe run some tests with your system hardware usage and see what exactly happens when the game is about to freeze. RAM spike, CPU spike, etc.

Try to reinstall the game and also make sure to create a support ticket as well.

The GPU is weaker so you should go for that first. I personally like buying one tier down from the best at a minimum. Reasons: The best is much more expensive and one tier down is still relevant but not full original price. 

Then go for CPU. RAM size you have is good but ddr matters too. 

You also might need to look if your MOBO is new enough to support your new toys when you upgrade so heads up on that. Use PCpartpicker as suggested above. Saves you lots of hassle and research.
