Well, the launcher is having trouble getting to that folder for some reason - it does exist I assume?

In the Windows search box enter Ransomware. Enable Controlled Folder Access if disabled, then go into the Apps Allowed through list, and add all those .exe files I listed there. Also make sure eu4.exe is NOT set to run as the WIndows Admin user.

Then I'm out of ideas as to what is wrong in the Windows installation infrastructure to cause this, I am sorry! Try this updated launcher instead:

Has the launcher ever worked on this machine? Or never yet?


What antivirus app do you use? You need to make sure all these apps are in its exceptions lists:

eu4.exe and dowser.exe (in the Steam EU4 folder)
C:/users//AppData/Local/Programs/Paradox Interactive/launcher-v2.2022.15-rc/paradox launcher.exe
C:/users//AppData/Local/Programs/Paradox Interactive/bootstrapper-v2.exe


IF that doesn't help: Right click on Documents in the left column of File Explorer, just under This PC there. Go to properties, location. What does it say in there?

I don't understand why you get that error then, it makes no sense.

What if you make a new Windows user and log into Windows as that? Will it install then?

No. They only happen when the machine or Windows is rebooted or powered off without Windows being downed properly. Not something that you'd think would go unnoticed!

Was that folder there and you emptied it, but that didn't help? Or it was not there, and making it manually didn't help?

I cannot see what is causing this to you, there are no clues in those files. But looking back at your dxdiag we see several LiveKernelEvent entries. These happen when the computer or Windows is forcibly downed or rebooted. Have you seen or done that? Is it related to this game or something else?


Has this game ever worked on this machine, or never yet?

Do CK2 and HOI4 work or also have this problem?

Right click on eu4.exe , properties, compatibility. Tick "disable fullScreen optimisations" untick every other box in that dialog, Apply and exit.

Edit that settings.txt to say:
refreshRate=60

vsync=no

Then in the launcher Game Settings menu, select fullScreen display mode.


Is that any better? If not, run eu4.exe directly from file explorer, do you see any Windows error when it fails then?

In the game launcher please set Display mode to Borderless. THEN go here:

I don't know what that would be. The folder is definitely there, and you can,delete its contents okay?

Please delete the contents ONLY of that C:\Windows\Installer\ folder, but NOT the folder itself. They are only temp files.
To see that folder you'll need to enable View Hidden Items in File Explorer.

Or if that folder is missing, try making it manually.

You must have run the launcher from the desktop shortcut, which is a standalone mode for users who do not want to run Steam. It does need a separate game installation if used that way, and in any case EU4 was never ported to that platform.

Epic games must be run from the Epic launcher.

Where have you bought EUIV?
It'll appear only if you have bought it on Steam and linked your Paradox and Steam accounts. Epic and other stores don't provide teh necessary API to Paradox for it to appear.

This game does not need any compatibility settings set, it's developed and tested on native Windows 10 and 11.

You mention working on your AV app has helped in the past. Which one do you use? It is possible that every time a new game patch comes out, its new eu4.exe will need to be added to the AV app's exceptions lists.


IF that doesn't help:
DXDIAG is a program you run from the Windows search box on the task bar. After running it will open a window and start collecting info with a progress bar in the lower-left corner. When it completes click the 'save all information' button and save it to a file then attach that file here.

Please attach here your Documents/Paradox Interactive/EU4/settings.txt and pdx_settings.txt .
From your Documents/Paradox Interactive/EU4/logs/ folder, attach here system.log , error.log , exceptions.log
