Possibly a stupid question but have you tried closing Steam completely, rebooting your PC and then starting Steam as administrator? Basically the problem is that the launcher couldn't talk to Steam:

Steam reported an unknown error. Additional information: Couldn't get SteamId: Steam API is not initialized

Please try the following:

- unsubscribe from all mods in BOTH the Steam Workshop and the Paradox mod site mods.paradoxplaza.com
- delete the folder Documents/Paradox Interactive/EU4/mod/
- delete the file Documents/Paradox Interactive/EU4/mods_registry.json (if present)
- delete the file Documents/Paradox Interactive/EU4/launcher-v2.sqlite (if present)
- run the game up and check the launcher is okay with no mod or other errors
- subscribe to a few mods

- run the game up and see if those mods are now available to you.

I hope that does it for you!

Mod and DLCs are unrelated entities. Mods are free and written by users, DLCs are paid and written by us.

Would you say this is happening in your campaign in the circumstances I described?
a single empire controls a large part of the map and then a war or rebellion breaks out, so there are too many units on the map for the game to cope with.
Or regardless of such matters?


Your AMD driver dates from 2019, I'm pretty sure there's a December 2022 one.

You haven't replied here before; the above recommendation was to a different person who may well have a different problem cause than you do.

Mods are user-written changes or additions (modifications) to the game. You subscribe to them in the Steam Workshop for this game. If you don't know what they are, you won't have done that, presumably.

CK2 has seen similar issues, but generally only when a single empire controls a large part of the map and then a war or rebellion breaks out, so there are too many units on the map for the game to cope with.

I'm not aware of a precise parallel with EU4, but let me know if this only happens in a comparable situation here.


ALSO:
DXDIAG is a program you run from the Windows search box on the task bar. After running it will open a window and start collecting info with a progress bar in the lower-left corner. When it completes click the 'save all information' button and save it to a file then attach that file here.

Please attach here your Documents/Paradox Interactive/EU4/settings.txt and pdx_settings.txt .

Has this always happened on this machine since you've had this game? Or it was okay up to some point?

Any mods in use?

The similar game Crusader Kings 2 is free to play on Steam now - does it have a similar issue?

I don't know anything about diagnosing problems with particular Windows profiles I'm afraid.

My only further suggestion would be to do a Windows Reset, which is a lot to contemplate to get this game going properly, I know!

Can you try disabling the Discord overlay, or even unloading that app altogether?

And unload this before starting the game
C:\Program Files\AMD\CNext\CNext\RadeonSoftware.exe

If that doesn't help, I have no idea why our older games have this issue on this hardware, but our newer ones don't. I guess there is some issues between it and the older Clausewitz versions perhaps? CK3, Vic3 and I:R all use similar and newer Clausewitz versions and the new Jomini framework. Which I am sure will not be back-ported to those older games!

This looks different to the other cases we're looking into, despite similar symptoms:
2023-01-18T14:26:07.551Z (pid:70276) error [SteamService]: Failed to initialize Steam API: Error: Steam initialization failed. Steam is running,but steam_appid.txt is missing. Expected to find it in: ~\AppData\Local\Programs\Paradox Interactive\launcher-v2.2023.1.1\steam_appid.txt

That steam_appid.txt file does not exist on my system for this game either yet it works fine - I can only guess you have a bad installation somewhere along the line!

Let's try a clean reinstall of Steam, launcher and game:


- move any valued save games elsewhere
- "uninstall" in Steam-EU4
- exit the Steam app entirely
- manually delete both the Steam/SteamApps/common/EU4 AND Documents/Paradox Int... Read more

Only there and the Steam-EU4 folder, nowhere else.

I don't think it's the game, I think it's that Windows user profile. In what way it might cause this I do not know though! Maybe some app or utility is starting in the original profile but not in the new one, and it's getting in the way somehow? I didn't see anything like that in Speccy, but of course I don't know every possible app and utility.

No, I believe you.

But at this point I have no idea why this game is behaving like this on this hardware. Given it is across several games it must be something in Windows or the hardware that is affecting our games, but I can't see what as yet. I take it you don't see this on other games? How about I:R and Vic2?

I'm afraid not - .json files are not logs, and the other one is the standard log not the detailed log.

They should have names like launcher-2023-01-19.log

Any chance you can borrow a headset or any other form of output, for the purposes of this test?

What if you make a new Windows user on this machine and log into it with that - any different?
