Hey there! Try to completely close your game (When you get to the homepage on xbox, make sure you click "Close application") then hold your finger on the power button until it completely shuts off. Wait a couple of minutes before turning your xbox back on.

As long as you link your bethesda.net account to your steam account then yes. It will take a few says to show in your Steam Inventory.

Try to store her Ally station (The terminal), then replace it and log out. You may have to repeat the previous quest for her but this may reset where the quest is stuck.

You'll need to unlock the standard backpack plan through the Pioneer Scouts first in order to apply the skin.

I've only seen one other report of this, and their issue was solved by completely closing out of the game, waiting for an hour and logging back in. Can you try that for me and let me know if the keycard shows back up?
