It says "Purveyor Sale" but nothing is being discounted. Even quit the game and restarted because sometimes its dumb and you need to do that but still the same prices.

I don't believe you get a confirmation email, however you can log into the help site and click "My Tickets" in the top right to see the ticket number and status and any replies on it there.
