Filing a ticket is the best way to go, that error means something is blocking your connection to the servers. Our support team will respond to you with some troubleshooting steps to help! :)

Got more info! Other commenters are right, Foundations can't be placed in the Utility Room. The existing floors are made of Foundations, so you can't snap Foundations on top of them with Snapping toggled on.
With snapping toggled off, the ceiling of the Utility Room is too low for Foundations to be placed floating.
Hope that clears it up a bit, but it seems this isn't a bug. Sorry about any confusion!

/u/Valseek Still no fix for the Berry Mentats/Chem Fiend bug that was supposed to be fixed in Patch 24? Or the Magazine/Lunchboxes cancelling each other out?
Magazine/Lunchbox fix is currently being worked on for our first update of 2021, and we're taking another look at Chem Fiend/Berry Mentats as well.
Did this fix the floors inside the shelters so that they would go below the floor instead of having to put them on top?
We're still working on a fix for flooring tiles in Shelters. It's coming in another update as soon as it's ready.

A few bugs/oversights that I am revisiting just in case they were forgotten:
Atomic Shop - You can spam the 'Use' option on the 'Hero of the Wasteland Statue', causing the explosion VFX to repeat for each use. This is inconsistent with the 'Iron War Hero Statue', which has a cooldown period between uses
Flamers still incorrectly list a range of 264 when they do not reach that far
Using the press-and-hold action to listen to a holotape fails to correctly play the holotape insertion animation; the pip-boy doesn't open, and no holotap...

Hey there! Thank you so much for the post. This was addressed in Update 21, but clearly there are still some issues surrounding this bug. We're going to raise this today and have this case re opened!
/u/Ladydevann responded to my post a month or so back thanking me for my report. That's all I've heard from anyone. At that point, I didn't realize it was all magazines and thought it was just Live & Love 8.
We're going to bring this up today to look into again. Thanks for the tag!
