We discovered a bit of a mistake there in terms of the 'start time' for the Steam event. Our weekly playlists updates usually go out around 10AM PT. Winter Contingecy is now live in the game (you'll find it in the Social Games match composer). We'll look at altering the Steam event info to better align with our title update timing.

It's now live in the game in the "Social Games" match composer. It went live at 10AM PT but I believe the "Steam Event" went live/was advertised beginning at 12AM today, which created some confusion.

Enforcement actions will increase in severity for repeat offenders with a minimum ban of 60 days for a 2nd offense. Ultimately it will vary a bit depending on the situation / severity / cause but in general, keep doing bad things and the repercussions will grow in severity. I managed to sneak away and see this during E3! The Light Cycle from Tron: Legacy was also one of my favorites there - such a cool exhibit.
