As Germany you have two focus paths which can give you a lot of extra land without going to war.
But with only a limited number of focuses you can do before 1939, which do you do first- Slovenia, or the Sudetenland?

Ship Profile: La Galissonnière was the lead ship of the most modern light cruisers in the French navy when the war broke out.
With nine 6-inch guns and a 34 knot top speed, she was designed to be well suited to fighting the ships of France’s rival, Germany.

It adds in new region-specific focus trees for minor nations, like the African/Liberian one pictured.

If you fancy a rather more… unpredictable game, then the ‘Free Wargoals’ setting in the custom game rules is what you are looking for.
This will enable all nations, of all ideologies, to justify wargoals whenever they please.
