Is it going to address the fact that the decay of memory fragments is currently eating a solid portion of our loot? I just had 8 fractured items drop for me in a single fragment, and only 3 spit out in front of Zana at the end.

It's there for a similar reason to the Scion being locked for new players. Most people would have had this unlocked on PC when SSF was introduced, so it wouldn't have been obvious to them.
