It doesn't, so increasing area of effect is pretty good for making sure you always hit your intended target as the orbs jump around randomly.
How does Divine Ire interact with spell totem?
The totem will pick the closest target and start charging up, and will stop channelling and fire of the big death beam at 20 stages. If the target it picked while charging up dies, it picks another target, and it follows its target if it moves.

Yep, it'll apply to any movement skill's cooldown, whether it started with one or not.

edit: so, if you get the damage penalty of unleash on your first 4 stacks, then gain 1 more stack without the unleash effect, what happens to the damage penalty? does it get update?
With Unleash, Blade Vortex never gets the damage penalty. The downside is that the total damage of the skill doesn't go up, you just reach max stacks faster. You could be using a 40% or so damage multiplier support if you wanted to spend time building it up, but this support will be great for just keeping stacks up if you are only casting occasionally. Hope that makes sense!
Since they're worded differently does that mean when you unleash Discharge its effect is repeated based on the charges of the initial cast? Or does the repeated effects need charges to consume as well?
I believe we decided that the repeated effect needs to consume charges as well, so any you generated from the first cast will apply.
What happens to the range when Purifying Flame is triggered?
If it's triggered by an enemy, it'll fire at their location, if it's self triggered then it'll burst right on your location.

Each repeat cast will shrink the area of effect and boost the damage, so it does have its use penalty. This just means that if you move then cast again once the Intensity has fallen off, the damage bonus will go away and the area bonus will go back to full unless you repeatedly cast again.

Sorry for Highjacking. Could you explain how Unleash would work with Blade Vortex ? Does it get full damage ? Does it decrease all BV's damage to 76% ? Can it even be supported by Unleash ?
It seems like the damage penalty won't affect Blade Vortex, the initial cast determines the damage in that case. Intensify is different though, each cast updates the Blade Vortex to the current damage and area multiplier from Intensify.

It's a fixed 0.4 second interval (hence the damage per remaining duration stat)

One orb per cast time amount, unless you have the enchantment that gives you a chance for additional orbs.
Possibly dumb question: so is investing in duration for stormburst sort of like duration for firestorm? Longer wind-up for a higher damage cap/more live balls? If so it's a way more interesting skill to me.

It is like firestorm when you hold storm burst down, yeah. More duration means more maximum balls and therefore more max dps while channelling. It also means more burst damage if you do stop channelling for the larger explode effect.

And 4 casts may not take very long, but when you drop all stacks from just brief movement to dodge and have to build up again, you're cutting down your average damage, by a lot.
Conc effect would give you 54% more damage all the time without buildup; for intensify to average that level of dps amp you'd need to use a skill 16 times in a row without breaking your intensity... the ramp-up kills your average dps that much. Forgive me if i don't think enemies are gonna wait around long enough for you to make that pay off.

"casting" and "using" mean exactly the same thing, except that "casting" is specific to spells, while "using" is the generic term for any skill.
The rest of what you say is correct, in that Spell Echo causes the cast skill to repeat, not to cast again (which would involve, e.g. paying the mana cost another time, etc).

They'll release at 20 stages and start casting again, just like Flameblast does at max stages now. They'll follow targets, unlike Flameblast.

The main damage bonus only applies to the channelled skill, but the 10% damage bonus would apply. It's really intended for primary casting, but it has some functionality.
Just to clarify, does a fully lived storm burst orb hit 3 or 4 times?

or does it hits 1st upon cast with 1.2 left, 2nd hit at 0.8 remaining, 3rd hit at 0.4 remaining and then 4th hit right before disappearing?
Storm Burst orbs impact when they first spawn and every 0.4 seconds of their lifetime, including right at the 1.2 second mark, so 4 bursts total if you have no duration modifiers.

Nah, the seal duration is a fixed value. Only higher level supports generate seals faster (for now)
