They're always free on Testflight. That's just how Testflight works. What do you mean you would be charged for them?

This is why it's a test! We plan to have a full tourney at release of the patch, but now, we're just trying to see if if all works and how many people we can get involved.

When the skin packs dropped I lost access to my Hoodrick that I bought a week or so prior. I do not see a “restore purchases” option anywhere.
