i cant refer a friend via the friend referral website. It only states, that I can't participate in the program yet (german: "Du kannst noch nicht am Programm teilnehmen").
I started the game already and have spent 3h 3min in incursions. Is the feature not yet active (like the buddy pass) or am I doing something wrong?

To ensure a smooth rollout for all players, Rainbow Six Extraction’s Buddy Pass program will be held until shortly after launch.
Removing barriers so you can play with friends is very important to us.
Rest assured we are dedicated to launching your two friend invites very soon.
We will update you further within a few days of the game release on when the free Buddy Pass program will be available.
