This is a weird performance issue on PC, but I'll do my best to describe it. It has been happening since launch, and it is easily re-produced by switching between menu screens at random then checking both the FPS counter when cursor is idle, then checking if the cursor movement appears to be smooth, or laggy. Alt tabbing the game is another way to sometimes re-produce this issue. This can occur on any menu screen, including the various Options menus.
For example, with my 144hz monitor, on most menu screens I get a locked 144 FPS, but if I switch to a different menu screen, sometimes just once, sometimes it takes switching menu screens multiple times, the FPS and games performance will decrease by more than 50%, it makes the menu animations when hovering over certain things, such as map selections on the Play screen almost nauseating, but if I switch menu screens again, sometimes a few times, it will fix the issue, only to return again at random by continuing to switch menu screens.
The entire intro when booting the game, including the opening cinematic is plagued by this issue as well, it happens every single time.
It's difficult to show in a video, but just keep an eye on the top left FPS counter (view in full screen) you will see especially near the end of the video, that the same screen will switch between 144 FPS and a much lower FPS by just switching to a different menu a few times.

No background apps are open other than Razer Synapse during these occurrences.
I also verified the games files and nothing seemed wrong here, since nothing was downloaded from Ubisoft's servers afterwards.
I updated my GPU drivers today to the newest revision released on February 1, the game re-optimized shaders, and the opening cinematic actually played very smoothly on that initial startup, my FPS was locked at 144 during the cinematic, but on a subsequent startup, it went back to hovering around 50-60 FPS during that cinematic, and not a smooth 60 FPS either, the hold to skip cinematic progress bar was very jittery as a result, for example.
