There is a failsafe that means you will always have a minimum of 3 Operators playable. If you approach this limit, the game will automatically return the first MIA Operator you lost.

What exactly is it that you feel is lacking?
It is unfortunate that some players rush through the tutorial but it's meant to mimic a real match, where you can extract on the first sub-zone if you wish.
I would suggest checking out the Official Discord to find teammates! Loads of people on there to play with!

If you did not realise what you were purchasing, you can contact Ubisoft Support and they may be able to organise a refund for you, so that you can purchase just the Deluxe Edition of Extraction on it's own.
Don't forget that once you have Maelstrom Protocol unlocked you will have the chance to earn 120 premium REACT Credits to use in the Store each week!
The higher difficulties really do require a lot of careful play and coordination!
