In order to get a more accurate reading for reports, we do need things to be very specific. Whereas I have definitely seen the forums talk about the difficulties in experiencing issues with smurfing and causal matchmaking, there could also be difficulties in finding games, high ping, server issues etc.

It's just a balancing choice. If she was able to see idle phones on defenders, she would see where every defender is at all times, essentially giving her unlimited wallhacks since her gadget doesn't have a cooldown.

Glad to hear this worked! Usually when there are sync problems, a verification of files does the trick.

She did indeed. It was done to help alleviate the pressure attacker are under to clear defender utility. Her buff was released alongside Jager's nerf where his ADS' catch one projectile before starting its 10. second cooldown/reset.
