The - reports - absolutely - do - work - though.
The reason people think reports don't work is because 1) not enough people report because they think reports don't work, and 2) if multiple people report the same person it's unlikely you'll get the little pop up notification saying action has been taken when it had been.

I know people would probably think I am lame but I just found out that the new school I went to, the library has a manga section so I am one happy camper.
This is pretty cool! I've been collecting manga as of late, but it can get pretty expensive. Having a nice library with a manga section nearby would be excellent.

I love how this is produced! I also straight up stink at speed flips, so being someone who struggles with them, this definitely helps break it down.
