@LobbyZN Part of that are balance reasons, part in-lore causes. For the forseeable future, that is unlikely to change.
@LobbyZN Yep! There is crime and then there is unsanctioned crime. ;) You want to cause crime, rather than experience it.
@LobbyZN Crime can reduce stability, create criminal pops (which are a drag on the local economy) and initiate negative events and modifiers on planets with it.
@LobbyZN 1/2 There is more depth to the economy and industry because we felt it was too flat for a PDS game. Plus it allows for more interesting interactions between empires now and in the future, with later updates. :)
There are caps to all resources, but they're very high.
