In "Federations" the Galactic Community can vote to form a Galactic Council. It consists - by default - of 3 empires with the most influence. It grants them the power of veto & the ability to declare a resolution, an emergency.

Voyager 2 is now the 2nd man-made object to reach interstellar space. :)
Fun fact! Neither Voyager 1 nor Voyager 2 have reached the Oort Cloud yet. While that region is a part of the solar system, it lies in the interstellar space too!
