We altered a few Operations with the current Update to help with their success rates. I've read about a few Aegis frustrations since, so it could be that it needs further tweaking.
Substantive changes would take some time and observation, so Aegis will likely continue as it is for at least another Update or two.
The 0.11.8 Operation Supporting Missions were only for 0.11.8. The Operations DevBlog is announcing the results of the Operations revamp and our ideas moving forward with other Operations content.
At the moment, we're not sure what the issue was either. We need a Replay to look into this further.

There are various conditions that each class uses to signify that it is active. One of the conditions for CVs is having at least 1 point of damage dealt to an enemy ship by planes.
I'm wondering if there's an over-riding condition that a DD has at least some direct damage or spotting damage as a minimum. Since no damage occurred at all, that may have been an issue as neither condition could have been fulfilled.
There is already a Voice option in the game. It's been used by the Operations community for years (it's how I first used it 2+ years ago).
"Audio" tab in the Setting menu:
Bottom-Left area is disabled by default. You can turn it on by checking "Enable Voice Chat"
It's the first mode played in the game. It's available to every ship at every tier at all hours of the day~
I believe Magazines have a 0% chance of being criticaled if HP > 75%, but I'm not aware of any further relation between HP and a module being Critical'd.

When HP is deleted, the module is destroyed. Critical Hits can incap modules which still have HP remaining.

These would add together in a multiplicative fashion:
1 x .8 x .7 combines to a 44% reduction in Incap chance.
When you say "knocked out" do you mean broken permanently? Each Module has a set amount of HP associated with it, so if the module takes enough damage it can break outright.

I haven't heard of this issue elsewhere. It might be worth reaching out to Customer Support about it to give them any details or specifics you can think of.
Matchmaking is the primary issue, although Gameplay Variance would also suffer from limiting the available ship options you could expect to see.
I don't have a figure to offer as to what would be needed to move matching to +1/-1. Our playerbase would need to be significantly larger to be able to accomodate something like that while still aiming for short queue times as a goal.

You mention other modes. Most other modes are single or dual tier specific, so that does already occur for those specific formats.
A big part of Brawler Battleship playstyle is preserving your health in the early game until the enemies are thinned out a bit. Then you can use your large healthpool and heavy armor to force situations.
Ranked starts with fewer enemies by default, so it makes it easier to reach that "mid/late-game" feel of fewer-ships to focus you when being aggressive.
Superships are uncommon at times, but a recent engagement mission has increased their numbers. They are more powerful than Tier 10, but they do not make Tier 10 irrelevant by any means.

The Tier 5 - 8 game is really quite solid. You don't need to worry about pushing all the way to Tier 10 to have fun.
My best suggestion is to just play a ship you enjoy a lot. If you have fun, get the next one. If you have fun, get the next one. Over time, you'll either reach Tier 10 or find a different line that grabs your fancy, which is perfectly ok~

Ships (and Planes) are balanced for gameplay. Ranger's Torpedo planes drop 1 Torpedo each and can attack 2 at a time.
Most CVs (Russian CV is an exception) are expected to have multiple damage interactions when striking at an enemy. You might be able to attack two or even three times with a Ranger's torpedo squadron, for instance.
Happens to us all! Some days are just rough and you have to get up and do something else for awhile to clear the air a bit!

In-game Combat Missions are coded months in advance so they can be tested on the PTS before coming to Live.
Sometimes, there are additional ideas for contests, giveaways, or engagement beats that are created after a patch is "locked in". These things are like the Chips-for-Treats campaigns, or recruitment campaigns, or whatever we dream up and think is cool. They are always optional and players can choose to ignore them, so you shouldn't feel pressured to "have" to participate. In the end, it's more activity for those that would like more things to work on.
