Is Windows Defender your only AV app?

DXDIAG is a program you run from a command prompt or the Windows start menu 'run' dialog box (or 'search programs' in Windows 7 or later). After running it will open a window and start collecting info with a progress bar in the lower-left corner. When it completes click the 'save all information' button and save it to a file then attach that file here.

Please attach your Documents/Paradox/CK3/pdx_settings.txt .
From your Documents/Paradox/CK3/logs/ folder, attach system.log , error.log

That video driver is 5 years old, please update it to the one from May 2020:
http://support.amd.com/en-us/download
If that doesn't help, you might need to check with Kaspersky support on how to fully exempt the game and launcher from it.

Please go to Documents/paradox/ck3/ and delete these folders:

cache
shadercache
terraincache

That should do it for you!

That error will be causing you no problem at all at present. It is possible it will prevent future updated from applying, in that case we can force the update as you did this time.

I have seen this a few times but don't really know what is causing it, I can see it might be a firewall or antivirus getting in the way.

A few points here:

- it's not a developer decision what platforms games are released on, that's marketing and management
- I'd assume that like other console versions Tantalus would be doing it, not Paradox devs anyway
- and yeah, the UI and interface would be .... tricky at best ! That's presumably why Stellaris is on consoles but HOI4 is not.

I wasn't, no. I'm trying to help that user diagnose why his ugc files are not appearing, when they are for me and presumably everyone else.

Please do a full **clean** re-install:

- move any valued save games elsewhere, and user_empire_designs.txt from /Documents/Paradox Interactive/Stellaris/ if you have made any custom empires or races.
- "uninstall" in Steam-Stellaris
- manually delete both the Steam/SteamApps/common/Stellaris AND Documents/Paradox/Stellaris folders
- re-install game in Steam, run a Steam Verify when done.
- add stellaris.exe to the exceptions list of your antivirus app; ESPECIALLY if you have Windows Defender, add it to the Ransomware "Apps Allowed Through" list.
- start the game with no mods active and test

In particular you need to make sure there are no files or folders left under either the Steam Stellaris or Documents Stellaris locations, before installing again.

I guess the ones that fail must have something in common as mods, but what that might be I have no idea, knowing nothing about mods. And why do they fail on your setup but not for others with the same code?

Can you try setting these to run as the Windows Admin user?
dowser.exe (in the GoG Stellaris folder)

That is expected as that is not used in recent launcher versions, it's replaced by the sqlite file.

If the mod files are physically present, the launcher is up to date, the game is up to date, and the mods are compatible with that game version ... I cannot think of anything else that can cause this problem. You are still getting "installation of this mod failed", no change in the symptoms with everything we've done here?

I see you have a mod in use there, so I guess the game used to work on this machine up to some point, is that right?

I think you can ignore those AUXTIN ones, but the GPU does have a problem.

Your settings should have capped the refreshRate/frame rate at 60, is that what you see with an fps counter?

If so your machine has a cooling problem. Clean out all air vents it has (compressed air cans are good for this). Make sure airflow to them is not blocked by anything like walls, books or whatever.
If that doesn't drop the temps enough, you probably have a faulty fan or a heatsink/thermal paste problem. You may need professional help at that point.
