The distinction is because Clans need a way to ensure that only designated people deemed responsible by the Clan Commander can "risk" the clan's CB rating.
As a former competitive clan commander myself, I can speak from experience to say you don't want just ANYONE in your clan hitting the Battle button on your lead rating!

Many times there are things that are not realistic because it's just what's required for an arcade game!
Most ships in real life don't have hit-points either

The article was to point out the there will be a use for them shortly, but that you can start accruing them now.

EDIT - OK, so the simplest way for me to put this is: Clan Battles for the NA region will start on Thursday, November 18th, not Wednesday the 17th.
The Wednesday session will move to Friday for this week only.

Due to a maintenance planned to be carried on the 18th of November, the NA prime time of the current Clan season will be moved 11.17.2021, 19:30-11:30 EST to 11.19 19:30-11:30 EST.
Also, please, note, that Naval Battles and Clan Rating tab will be unavailable on 11.17.2021, from 19:00-11:00 EST. The attempts made during the preparation stage of Naval battles will not be counted during that period.

WHAT THIS MEANS: The Wednesday session of clan battles this week is moved to Friday. This week only. Clan Battles Season 15 starts on Thursday the 18th for NA.
