I'm seeing words like "useless low tiers" and such. I don't understand what this means, exactly.
As a competitive player with 13000 combined battles, I've always understood that Tiers 1-4 are essentially training tiers to get players accustomed to the basic mechanics of the game. Tier's 5 -7 are intermediate and designed to help people start to better understand the more comprehensive systems like AP overmatch and such. Tiers 8-10 are where competitive play begins and ultimately Tier 10 is where the majority of skilled play happens.
I literally just responded to a thread where a newer player was upset that a single unicum can walk into T5/T6 games and have a massive impact.
T7 is still my favorite tier because of the fact that you're often set up against ships that completely outclass you. T7 BB's are frequently overmatched by the AP shells of other BB's and cruisers have no heals. It's a madhouse.

Correct - the Match Maker does not factor in player skill when populating teams - only the ships compositions.

Regarding the HE cits - it's very rare, but there are a few BB's that have exposed citadel decks that can be damaged even by HE shells from destroyer-caliber guns some circumstances.
The image I attached is the T5 USSR BB Pyotr Velikiy - which has a section towards the rear of 38mm citadel deck armor. Many cruisers with 203mm guns or higher can penetrate that level of armor and citadel even with HE. American 203's cannot, but German and British can. Even German 150mm guns can penetrate 38mm of armor with HE, meaning that even German secondaries with 150mm guns can citadel this section. It is uncommon.
Regarding lopsided games - often at those tiers you are describing, a single REALLY GOOD player can have an outsized affect on the match as the majority of lower-tier matches are populated with less-experienced players. A single unicum who players T5 or T6 can have a much bigger sway on the match as they can often pull off 2 or 3 kills themselves when ...

I saw his issue as not understanding an in-game chat ban.

That’s not the same as discussing forum moderation.

Guys, the rule against discussing forum moderation is mostly for those people who reactively post the “wtf mate my post just got deleted what up, mods!?!???” Sort of things.

If someone legitimately wants to know what constitutes a personal attack or not and discuss, I’m happy to do that.

So "How do I sink a CV in a CL" is a huge question, so there isn't a simple answer. There are too many variables so the best I can do is say:

WoWs is a team game - the best thing a CL can do to "sink a CV" is help your team destroy ships in your area of engagement, take caps, and provide extra AA for the most vulnerable targets. If you do this properly, your team will have a better chance of winning the area you are in and push through to the spawn area where the CV is most likely to be.

Let's say you're in a T10 CL Minotaur and the enemy CV is a Hakuryu. You will almost NEVER actually get through to the enemy CV position until the game is most likely decided, so your way of engaging with the CV is to provide AA cover for your teammates and try to catch / sink enemy DD's. So it’s hard to know what the issue to address here is…

On one hand, is the CV oppressive here in a way that it hard-counters the DD?

On the other hand, could the player have been more skilled and played differently to mitigate damage from the CV and not open itself up to the enemy ships benefitting from spotting.

There’s a lot to examine, and it’s easy to insult people in this situation, so let’s avoid that and talk about how a DD can interact optimally with a CV. In my experience, if I’m an Akizuki at T8 and I’m against an MvR, I’ll know that the CV itself can’t do much to me so the main threat the CV poses is spotting. Me being spotted means things will shoot at me, which means they get lit up themselves. If the things shooting me are BB’s, I’m generally not worried. If it’s Nevky/Ven/Donskoi - then I’m worried.

The Manfred Von Richtofen is nearly completely neutered in it's ability to deal with DD's. The rockets are inconsistent, the bombs will always overpen and have terrible accuracy, and the torpedoes can be dodged.
If I'm in a DD and a MvR spends it's time trying to sink me, my team benefits. If it spends it's time keeping me lit for his team, then I have to adjust how I play.
I completely sympathize with the OP that being a lone DD focused by a CV is frustrating. There is a lot you have to do correctly to counterplay, but the MvR should never be able to sink you in general if you're in a DD. Keep your distance from the enemy, stay angled towards or away from oncoming planes, and begin to look at what your teammates are willing / able to do to provide support.

Thanks for the vote of confidence in the intelligence of Wargaming employees. I assure you that everyone who works for the company that makes this game understands how spotting from altitude or at sea works.

you may recall a time when aircraft DID spot things from exceptionally long ranges. So much so that destroyers in particular we’re extremely hampered in their ability to fulfill their own spotting role and were focused down easily when a CV would spot them at 5-6km.

This was especially the case in competitive when teams had extremely close and coordinated communications.

So… because Wargaming employees listened to this feedback, the choice was made to reduce the spotting ability of aircraft when it came to DD’s. This allowed the destroyers to operate more freely and continue to fulfill their roles of spotting, capping, and area denial.
