EA accounts can only ever be linked to one of a specific type of account in its lifetime. So if you've already linked a Steam account, you won't be able to link a new one if you unlink it (Although you can always relink the old one again). We have some more info in our unlinking article:

There isn't a built in way to delete your Apex Legends progress. You could in theory delete your EA account and make a new one I suppose, but you'd lose absolutely everything on the account, so I wouldn't recommend that, especially since everything you can unlock in Apex is just cosmetic (Other than legends, I suppose).
If you play on console, I'd recommend doing that even less, since Apex has been known to get very unstable if you unlink your account and link it elsewhere.

Again, it's because an EA account can only ever be linked to one of a specific type of account in its lifetime. If you look at the article I linked above:
When you link accounts, it creates a lifetime link to protect you from malicious activity and help prevent performance issues in your games.
