For troubleshooting purposes, are you able to connect your PC to a mobile hotspot - only for a short period - to see if the issue persists?
A commenter in a similar post mentions they’ve had similar troubles using Norton Anti-Virus. I’d be interested to hear if you’re using an Anti-Virus other than Windows Defender?
