What I'm saying, is if you want the reward for an event, you have to partake in the event. I cannot and do not participate in Clan Battles, I could change this if I really wanted, but instead I accept that I will not receive the rewards. On that point, Clan Battles, and Ranked are not pay-walled, they never have been. You are welcome to participate in them using Tech Tree ships. While I understand your occupation is restrictive and unpredictable, Ranked battles on average run for around 4 weeks, Clan battles, a similar time frame. Ranked runs all hours of the day, and with cross-server MM for CBs enabled, the mode is available for a large portion of the day.

Absolutely no idea on where Pan-Asia would fall on this to be honest.
We're hoping for Narai to return it in a patch or two if the fix works out as intended. Cherry blossom is a different issue since it has not yet been redesigned since the change to CVs. We have no intention to degrade the player experience for our Co-op/Operations players, thus why we're taking the time to take down the content and fix it so it can be enjoyed how it is intended to be.
Unfortunately we cannot leave it in the game and fix it at the same time.
We're hoping to have a relatively quick turn around on the fix, a patch or two is a goal.

I'd like to reaffirm, to me, it doesn't matter what mode you play or what you enjoy, Co-op, Randoms, Competitive or any combination of the three - you are all players and personally hold value to me. Moskva will retain her UU. As with other UUs, you will have until update 0.9.1 to get the mission, at which time the missions will no longer be available (but you will have until the end of 2020 to complete it), as detailed in this Dev Blog.
If there any specific changes to this UU it will be noted when we look into the re-balancing of UUs.
Legends and Blitz promotions and content is not tied to WoWS PC, as such, we have no announced the release of any additional AL content.
Typically speaking, we do not announce ahead of time when it come to collaboration content due to the changing nature of contracts and timelines associated with these kinds of partnerships.
If we release more AL content, you'll have to wait until its ready to go before hearing anything officially.

Yes, it was just "playing" but it also involved feedback from a time when the game was very different and definitely experienced bugs. These were "Thank-you" gifts for being involved during this period.
Please recall, while being developed by the same studio (Lesta in St Petersburg), Legends and PC have completely different teams and systems.
As such, while some content is used on both, it is often very different.
For PC, Arkansas and Iwaki were reward ships for Alpha and Beta programs, currently we do not have plans to release "clean" versions.

Yashima is currently WIP, her current stats may never make it past testing - who knows. We can't until it is tested. Thus its too soon to determine this conclusively.
Kinda the purpose of steel. Its meant to be a limited resource that is dedicated to competitive modes that players can work to obtain. It is not meant to be a "participation" reward. Even in saying that, it is available to non-clan players through containers and through the Steel Monsters campaign.
Furthermore, as seen by a recently announcements, we do intend to test periodically cycling ships from Steel to Coal (as seen by the Black, Flint, and Neutr.) Thus making the ships obtainable to the more casual, or time-restricted player. We stand by the intention to keep steel ships limited to these resourced and steel avenues until their shift to Coal.

Unfortunately we cannot really design objectives/missions with only one kind of player in mind. You as a BB main may had torpedo hit missions, while a DD main, may hate Citadel hit missions.
Typically speaking the missions we design are meant to encourage players to try other kinds of ships, even if for a brief period of time.
Exclusive ships aren't really comparable to this...

Smolensk, statistically, is fine in her current position. We are however aware of her current prominence in the game thus the decision to discontinue her at the release of 0.9.3 (same with Jean Bart). While she is (currently) statistically in a acceptable state we do recognise that she features prominently in popularity levels and thus is seen often. With the removal of her from the armory we expect that levels of games will reduced to the point where the frustrations of playing against horde of them will be reduced.
No, the use of steel to purchase these ships gained you considerable eariler access to them and use of them into the exclusion period. Furthermore, other ships have change currency/obtaining previously and no compensation was offered.

I'm sorry you're not enjoying being "down-tiered" in games. It is something we have had players bring up many times, in which we actually moved to make a change to recently in update 8.7. During this update and since, we have put a hard limit on how many games you can get uptiered in a 20 game period. For T8 ships this is 8 games from 20. Since this update, we've seen a significant improvement made in morale from this. Please note tho, it does take 20 games initially to calibrate this parameter for each game mode, tier and ship type.
While we do understand why this would be frustrating, the reason we continue to use and stand behind +/- 2 MM is that it breeds diversity and skill development in the game. If you're always playing even tier, it limited the skill generation of a player. By having greater diversity it allows players to develop different skills such a a support v aggressive role thus prolonging the longevity of the content.
While it looks like @_RC1138 has already provided the proper calculation and impacts for fire chance (thanks for that!), please consider that many aspects of the game are deeper and involve more considerations/calculations than appear on the surface.
