What are you using to proc Entangling Roots?
I was not able to reproduce this, it seems to be working correctly. If you are able to get a recording of this happening, it would be helpful to exploring more in depth about the problem.

This seems to be working correctly. The poison pool is just disappearing on the default 4 seconds. The effect is lingering longer on the target for the increased amount.
Our recent change to these unique boots was to resolve players abusing snapshotting bonuses that were meant to be balanced around a significant downside. If you do not want to be rooted, I would advise interacting with the mechanic correctly.
This is a known issue. Just a visual bug that we are still discussing how to resolve to be clearer to players regarding how many points they put in locked mastery trees.
The only thing I can think of is you didn’t fully kill all of the enemies in the first encounter to allow this blocker to disappear. I experienced a similar issue. Let me know if it was this or the problem is something else. Screenshots or a video of the problem is also helpful when trying to resolve the issue.
