I remember reading that this happened before, and their jagex account was just straight up banned with no way to access their accounts. Is this still the case?
There are only rare situations where that happens, for example if every character on the Jagex Account does not belong to the Jagex Account user (for example the JA is being used as a portal by a hijacker to store hacked characters) then the entire JA would be disabled.

What is the difference between the account recovery attempts we are used to and a "dispute"?
In short a move away from 'knowing info' and leaning more towards meta data held about the account - a factual data based review compared to an assumption based on what a person knows about an account - still not perfect, but more robust IMO. So answering the security question 'where were you born' (to which the answer 'hospital' is likely to score well) or knowing a historical password in a climate where data breaches/dox are common place - is now replaced with a more analytical view of factual data (geo/IP footprints and similar).
One of the selling points made for Jagex accounts was the removal of human error through the old system. While it probably isn't extremely prevalent it does seem to happen. Out of curiosity what's the end goal? Once Jagex accounts become mandatory for all players will character disputes/support eventually just cease to exist?

With over 20 years of account creation and over 300 million accounts created - it seems to me there will always be disputes that will arise, but Jagex accounts are a massive step towards stronger account security and go a long way to minimise the chances of human error and malicious recovery

To be fair OP has probably been quite stung by this, they were gifted/shared/bought the account - and have now lost access, rules are rules but the guy's had a tough ride so I deliberately tried to position this as more an 'insight' than a 'smackdown'
Brainlet misinformation answer, Stevew is saying there has to be a dispute over who owns the character and there's an investigation. Surely someone that's consistently been playing on the same IP for decades has the stronger claim than some random guy who might not even live at the place where the character was created. It's not just "lol someone else made your character get yo ass banned lmfao"

If you did not create the account yourself then, going off the info Stevew posted, you may have the character removed from your Jagex account in the future if an ownership challenge is made by the original owner and this challenge is successful. There is literally nothing you can do about this because you did not create the account yourself. Basically you just have to hope the original owner never tries to claim it... And if they do try, you better hope that they don't provide (or Jagex doesn't find) sufficient evidence that they created it.
As per Stevew's post, your Jagex account is not in threat. Jagex accounts are only disabled if the offending character is the only character on that Jagex account.
Correct - we assume no foul play, if that is questioned, we'll take a look and try to reach a sensible outcome.

Long ago around 2003, a friend gave me his pure account for me to play RuneScape with him. He let me keep since I kept playing. There was probably 1 week playtime from him.
Will there be a risk converted to my jagex account? This was back when only the username and password was required and no email initially set, and no other payment details but mine.
We don't condone account sharing, but for our ownership investigation to kick in the creator would need to proactively contact us and dispute ownership - if they don't do that we will side with the current player and assume that the person playing the account NOW is the creator but has just moved - we assume good intent unless anyone challenges it!
Hey Mod Steve, my former college roommate way back has the account recovery details of an account I own. Literally every detail. For that reason alone I can’t even play the account because I am scared to progress the account.
Let’s say I add that account to my current Jagex account which does have other accounts already imported. If he were to recover it (which he’s been able to do before as well as I’ve been able to do) what would happen to my Jagex account? I created the account but would I lose access to all of my other accounts? Or will it just be removed from my Jagex account and my other accounts are untouched?

Once you have a Jagex account he can't recover it because there is no manual recovery route - all recovery is tied to the Jagex account user. He can raise a dispute, in which case we will carry out an investigation, and one possible outcome is that we transfer the character to him, if we believe he created the character.
BUT if you created it, any investigation should side with you. In the unlikely event that the character is moved, you'll still have access to all other characters you created via your Jagex account.
Just wondering, what if my ip adress changed since my account was created? Would my account be locked if i tried to upgrade to jagex account? Might have created the account at school or something…

My GIMmate added an account to his Jagex Account that wasn't created by him, and he's tried to reach out about 30 times through customer support to have someone remove it from his Jagex account because he doesn't want what's happened to OP to happen to him if the guy who made the account years ago decides to come back to the game.
Can any support track be added for people in this situation? It's very frustrating that he's trying to fix his mistake but cannot get any assistance.
Ideally the challenge would come from the actual character creator, if we can verify their claim we can then move the character to another Jagex Account. Presumably you friend doesn't want the character, so if we do release an archive character feature in the future that might help.

1) Why not make a quick simple video of someone setting up an account, importing characters, changing things around, and then explaining some simple FAQ's or troubleshooting at the end? I think a large percentage of people, myself included, don't have a true indication of how it works - specifically if you play multiple accounts and are logged in at the same time.
2) What about people who share accounts? Whether it's someone wanting to PK on a pure with an infernal cape, or IRL friends that have GIM's that log in and just put an item in the group storage, it seems like Jagex accounts may limit or even get you straight up banned if you try this. Would someone have to use the normal Runelite client to log into someone elses account, or is it even possible to use the normal clients for an account associated with the Jagex Launcher?

Don't worry we got you! People obviously move around, so that isn't an issue. However if someone then challenges the creation and claims that somebody else has imported a character they created to a Jagex Account, we'll then do an investigation.

Not sure that is fair - more accurate I would say 'tldr - don't add characters you didn't create to your Jagex Account' ...
Hey I've had a look into this for you.
It is very rare for us to disable a Jagex Account and it is almost exclusively only used in situations where a Jagex account only has characters added to it that were not created by the person who owns the Jagex account.
This relates to account hijackers but can also occur where a character is shared or sold, and the character has ended up on a Jagex account that is not owned by the person who created the character. Further, the character creator would also need to reach out to us to raise the ownership challenge to instigate the investigation.
I can see from some of the responses you've had from our support team that there is some confusion. I think this stems from your inquiry to us which said words to the effect that your ‘character has been imported to a Jagex account that is not yours’.
