Hey folks, just as a reminder our testing process is vital to World of Warships and balancing various features and ships. For those of you unaware however, here is how our process works:
Internal Testing - This is where the Development team tests things that are very early in development and before player testing becomes necessary.
Super Test - This is early testing done by members of our community which focuses on both short term and long term upcoming content. We gather feedback/data and make changes where needed before pushing changes relevant to the next update to Public Test.
Public Test - This is a Test server available to everyone for public testing. While many times information (statistics or descriptions) are already available from Community Contributors, Dev Blogs, etc... many times stats have changed by the time things make it to PT. This is where players and our staff spend a good portion of our time playing...
As you mention yes the initial methodology we used did accomplish what we wanted it to but had some unanticipated effects we wanted to avoid. To be very clear we do acknowledge CV spotting in the early phase of the game is still a concern for you and for us, but issue hasn't been de-prioritized. What we're interested in is better solutions that will frankly take a little more development time and testing.
First let me assure we haven't made any changes to the New Mexico. All balance changes made to ships are listed in the update notes with specifics. There have been very rare occasions where a note has been omitted or an unintentional change made but these are called out or corrected as soon as physically possible.
How have subsequent games gone for you?
There is no question the Gangut does have significant deck armor which will require a large caliber IFHE to penetrate, but bear in mind she does have a few shortcomings to work around like a lower HP pool, only a single turret can fire forward, and slightly lower firing range.

I believe the OP might be misconstruing the meaning of part of one of his posts which I'm assuming was his first response on the "Trying to be Civily Critical..." thread (and OP please correct me if I'm wrong). Sub was discussing what forms of data we use to quantify change and part of that data is surveys done when people uninstall the game.
There are a number of data points we use to quantify the state of the game, need for change, and overall satisfaction of players. Those surveys are just one of them and used in conjunction with other information such as your feedback. The feedback we read on these forums is absolutely crucial to the success of the game. As a game company it makes very little sense for us to wait until someone uninstalls the game to ask them why they are unhappy. Really glad to hear that! I'm a little biased since it's my favorite ship but you won't be disappointed!
3 of these points are accurate! The last we did not state but it will definitely take some additional development time to implement alternative methodologies.
As mentioned the new Russian Battleships are designed for medium range fighting and will suffer accuracy wise once you get beyond 12km. Try to stay close and use your larger HP pool to improve your chances of success.
Be sure to check out the recent Dev Blog, but the short version is this was tested and while it did achieve our desired goal we believe this can be done in a different way which provides a different impact to gameplay.
There is no favoritism here. The delay change was rooted in concerns about CV ability to spot early on in the game and came directly from the communities feedback. It was tested and as our dev blog mentioned, the change really didn't accomplish what we were looking for. There will be additional adjustments as needed (such as changes to AA sector fire), but it needs to be done with relative understanding to how it impacts the game as a whole.
I do understand there are many folks still very unhappy with the rework and we are very much in favor of what adjustments need to be made to ensure balance. The Rework itself however was done in January and isn't going to be reverted. This doesn't mean we haven't listened to your concerns, nor aren't interested in improving your experience. Let us know where your biggest frustrations are and we're happy to review it.
Folks, we do understand this is a concern to some of you but we're going to ask you remain constructive and refrain from personal insults.
In general this is a 0.15 second change which shouldn't affect most ships, but if you do find it is significantly impacting your play experience let us know.
I can understand your perspective, and It's unfortunate you feel this way because I'm afraid that isn't reality. Anyone working in this industry knows people enjoying games spend money and there are quite a few folks who spend a good chunk of their day every day reading player feedback. That feedback is absolutely crucial to our development and process, but it needs to be paired with data and a decision made based on both.
Folks we've definitely seen concerns today about whether we are listening. We are, always. We may not respond to everything, nor make the change you wish but the team has proven time and again it will iterate where necessary and if something doesn't work in testing ,change it. A great example of this is the plane preparation time announcement we made yesterday. This change did not perform as the team liked, and was removed from the update in lieu of different adjustments.

This is actually an incredibly good thing. The hard working folks there at the Texas have worked tirelessly to petition for funds to help keep the ship going and they not only have that now, but enough to move her to a more suitable location. It's an amazing technological feat that needs to be preserved, but La Porte is an industrial city for the most part and it'd be nice to see her in a better location.
Don't make us turn this update around....
