there's actually a couple that are for the studio but i suspect majority rock the 343 one. :)
That's Ice Unicorn which is given to players who match 343 during Community Playdate events.
It's definitely a relatively rare sight to see, but the actual dev emblems are the 343 logo with a halo ring in the background. It's a lot more clear and distinct from the usual emblems.

I don’t recall the CE pistol (or any weapon until Reach, for that matter) having bloom visually indicated by the reticle.
CE pistol does.
go hold down the trigger and full auto it.
I think the OP was referring to the reticle being stretched horizontally.
Edit: presumably due to a wider FOV?
well with no further context i took a guess based off what i've seen players asking about previously when it comes to expanding reticles and the CE pistol. :)
