We are aware that it isn't showing up in the EU and Asia PSN, we're working with Sony to correct.

If you sent your game to private, that is essentially the offline mode.
We have a brand new Steam Deck profile that will go live on Monday, between that and some other work on all machines the open world performance is greatly improved.
