That potential builds up and is sorted into +800% Comm XP Bonuses and +600% Free XP Bonuses.

10 x +800% Commander XP Expendable Bonuses
20 x 400% = 8000% = 10 x 800%
7 x +600% Free XP Expendable Bonuses
18 x +200% = 3,600% = 6 x +600%
2 x +200% = 400%... which is rounded up to +600%
