I've contacted Customer Support. They say that your birthday information in your account is displayed, but only because of one of the services you have linked to. You have not set your birthday in our Account Management page.
Please manually open the Account Management area and set your birthday manually, then contact Customer Support again.

Sims and Sims B use the same model and are similarly affected.
I've put in a question about this to see if it can be examined further.

The 4% Dispersion is being removed. There is nothing that will retain it.
Taking damage during the match has no effect on "Service Cost". Service Cost is a flat amount that is reduced from earnings after each game.
At this point, it would be easiest to just wait for 0.11.6 to come along. It should arrive soon.

To answer your question:
Your 5,000 (Tier 10) Doubloon Permacamo would split into:
A Tier 10 Perma-Visual for the ship it was purchased for.
An active "Bonus Package" (Permanent Economic Bonus) for the ship it was purchased for.
So there's no real difference between now and then.

I'll raise a flag on this internally.
Art assets and stuff would be pretty locked in by this point, so there is unlikely any movement on what comes out in 11.6. However, we can have internal discussion on how other Early Access events can related to Bonus Packages. It could be that Bonus Packages are perceived to be more valuable since you might have Tier 6 players that use Permacamos now after their grind is done, but would use Expendable Camos when doing meaningful pushes due to the bonuses being higher. (100% XP instead of 50% XP, etc...). Since the Bonus Package is "always on", then it effects every game the ship participates in once activated.
There have been other events where only the higher tiers in a line had Permacamo designs created. The idea of Tiers 8-10 being represented is not abnormal.
I'm not exactly sure where the lower Tier Bonus Packages would "fit". The event provides Tier 4-7 Ships as freely obtainable in Early Access. While some may not be interested in the Tier 8 Perma-Visual, the ships still have quite a bit of value in terms of Credit savings, Port slot gain, and some Commander XP.
The only option I can envision is if the Tier Bonus Packages for the Tiers 5-7 ships were offered in the Random Bundle as one of the Offers?
Please save this feedback for after this update drops. We tend to have either a Patch Feedback area or you can re-state this when it's hit the public bloodstream and many people are discussing it in one area. It's hard to take small responses like this when the full format wasn't formally announced. My decision to preview the information was done out of helpfulness, not for direct player response gathering.

I'm not sure what you mean by "Rooke Bundle"?
The Rooke will be available as it's own phase in the sequential bundle. The Tier 8 Perma-Visual will be the next phase in the sequential bundle.

Tier 4 Queen Mary w/ Port Slot and 3-point Commander for 70 British Tokens
Tier 5 Tiger w/ Port Slot and 3-point Commander for 130 British Tokens
Tier 6 Renown w/ Port Slot and 6-point Commander for 200 British Tokens
Tier 7 Rooke w/ Port Slot, 6-point Commander, and Commemorative Flag for 250 British Tokens
Perma-Visual for Tier 8 Hawke for 250 British Tokens
Permanent Economic Bonus ("Bonus Package") for Tier 8 Hawke for 250 British Tokens
Tier 8 Hawke w/ Port Slot and 10-point Commander for 350 British Tokens
...
Visuals are purely cosmetic. That is a main purpose of the change.
More information is always better. I think there is a genuine concern about the overwhelming amount of stuff in the Update Article already. This is a big Update.
The Perma-Visual will only be the Perma-Visual.
The "Bonus Package" for the Hawke is the next offer in the Sequential Bundle and would require a few Tokens to be purchased via Doubloons to acquire.
