I am unable to speak to the NPCs to start the world event "The Ghost of Saint Germain". I tried everytime i came across the NPCs. The first time i saw the world event, there was a fight close by which i was a part of. After the fight, i left and went on with other quests, thinking i'd return another time to do the world event. Now, a couple hours of playtime later, the NPCs still seem to be frightened of something, as if it was short after a fight. There are no enemys around.

I do not see that this has been reported before. What happens if you take your hood off an then meditate using your hot wheel, in front of the nuns? Do the nuns then stop panicking?
Can you also try fast travelling out of the area, to a new country using the Atlas map, then return to the nun's to see if they have calmed down?

The development team have taken a closer look at your report, and have reached out to us with an update.
They have confirmed that the nun NPCs acting scared is part of the world event, as they are talking about a ghost at the top of the church tower! 
It's possible you may have missed their dialogue due to the fight that was triggered. I had this own problem in my own game, and was a bit confused on what to do next as there's no clear marker.
Can you please take a look at the top of the church tower? There should be something at the top you can collect to complete the world event. You can use Odin Sight as you climb the tower to help you find it.
If you aren't able to find anything at the top of the church tower, can you please send us a video which shows there is nothing available for you to collect? We can then pass this along to the development team for a closer look. I'd recommend uploading any footage to a sharing platform, such as YouTube or Google Drive, as this will allow you to post a shareable link within the forums.

@skypherdzn Sorry to hear you weren't able to complete that world event, and apologies for the delayed response. Would you be able to record a video showing the letter being read but the mystery still appearing on your map? Then you can upload the video to Youtube and post a link to this thread.

Hey there @skypherdzn, thanks for bearing with us whilst we investigated that further. It seems the letter you located and opened on the video (located inside of the destroyed church) is actually the wrong one. There are two letters within the church area. The main one needed for the world event is located on the top of the church tower outside. Could you please try to grab that, and if you still experience problems with the event, provide a short video demonstrating this?
