Quests are like how they are to make sure that you play brawlers that you haven’t in a while. This along with daily quests keeps people playing the game, and playing brawlers that you don’t usually play can get you to like them, and maybe push them to higher trophies so people don’t stay hard stuck at 5k trophies and leave cuz they get frustrated. This is the best explanation I've seen as a reply to your question. Brawl was always built around encouraging or gently judging to playing a wider pool of Brawlers - the basic trophy system is built around this. Quests are one way to gently nudge people in that direction.

We've introduced quest re-rolls a while ago to allow you to have some more flexibility there and last update we've increased the amount of generic quests. We'll likely keep increasing this amount a bit more until we found the sweet spot.

All this being said: Brawl isn't optimized around playing only few Brawlers but to play a wide variety, hence the complexity per Brawler is significantly lower than for example in League or DOTA2. You surely CAN have fun with Brawl playing a smaller pool or even being a one trick pony, but we don't have the intention to focus on this since it's not the premise of the game in the first place.
