11 to 13 is correct. As you get set back one colour. Definitely shouldn't have gone from 2-9 though, I believe 5 would have been the correct place.

They've been removed whilst the MMR test is going on.

As far as I'm aware yes these are the new prices, there's been a lot of changes for various Countries with regards to prices on Steam recently.

Nea was released with the Nurse DLC in August 2016 - and yes both of these characters were free.

I'm hearing this is a bug that should soon be rectified - sorry for the inconvenience.
