Is there a way to see if you have notoriety or not in game?

As worksonit said, you should be able to on the right hand side bottom screen!

It might be worth just checking to make sure that 'parental control' isn't toggled on by accident.

You can access this setting by going to Account Management > Family Management.

Hello CMDR, this is normally a case of a rounding issue of the numbers! You're closer to 100% here than 99%, so the display is showing you 100% but you've not actually hit the xp threshold yet to hit the next rank. You'll get it shortly.
