I completed it yesterday. It only counts when you disable enemy's HQ once they have captured it. It didnt give me any credit if i captured or held onto it successfully. So I stopped capturing it first and only prayed that my team is only good enough to disable it.

You might want to look into the fact that health is regenerating in hardcore lol...
I'll check, but we don't leave you in the damaged vision forever in hardcore so you're not stuck in it if you survive with low health. So that may be what you're experiencing.
