I don't suppose you have multiple drives in your PC? If so, you will want to make sure that Ubisoft Connect and the game itself are both installed on the same one. Ideally they would both be installed on the same drive as Windows, but that part is less important.

If you're on Windows 11, please also try running Extraction in compatibility mode for Windows 10, and let us know if you're still having issues after that!
