Though a combination of a corrupt governor with a building increasing crime significantly in early game isn't easy to overcome.

In MegaCorp, choosing a host planet for your office branches is an involved process. This planet belongs to an empire with inward perfection, giving it a strong unity boost, perfect for unity-yielding buildings.
A long-lived corrupt governor is a nice bonus. :>
@Amor_Kitsune We try to keep some civics a little vague purposefully, in spite of easter eggs in the tooltips. That lets our players apply them at will to many different empires. :)
@savannidgerinel @Khevor You can counter it with production for example. Strong industry leads to more numerous fleets and/or more buildings.
You can also simply have more researchers because you can afford building that many of those buildings. :)

Aside from that, you'd build the buildings to increase the host planet's trade value (directly or indirectly) and have that, in turn, boost your energy credits income from the office.

@MatthewJHusband We love the civic system ourselves. It's something we can build on constantly, and as future updates roll out, you can bet we'll keep tweaking and refreshing some older civics. :)
@Lordofallcheese @NDaumalle No. The MegaCorp *can* gain some resources directly, but doesn't get the same benefits the planet's owner does from these buildings. They both benefit though. Even in case of criminal corps.
