Do you have the Warlords of New York DLC? If so, NY will be your next stop. :)
You'll find it's quite common! There are a good amount of build examples here, which include more damage focused ones. There are plenty of other great Red Build examples floating around the subreddit. :)
If you are hankering to get to New York, you can always create another agent and use the boost to begin the Warlords campaign! That way you can use your original agents to work through the world tiers without missing out.
Of course, if you are not too fussed in utilizing the skip then you can use the boost on your existing agents. :)
It's still there! As others have mentioned you can wait for the targeted loot to rotate, or you can set your Summit targeted loot manually. After that it's up to luck. :)

Sounds like you completed the Dallas outfit and then inadvertently tried to open another cache. As they are opened with "keys", the error message would appear if you attempt to open an apparel cache without any keys.

To the left of your characters head it looks like there's a door. If you see a large yellow lock you can shoot it and open the door. :)
